112《鼓励进口技术和产品目录》以信贷支持为切入点，通过贷款利息补贴等方式，鼓励企业进口先进设备。文章理论分析表明，进口贴息政策能够降低进口成本，缓解企业融资约束，并通过引导企业进口先进设备来提高企业生产效率，从而改善企业研发投入的边际收益，最终激励企业创新。通过对比“目录产品”进口企业与“类目录产品”进口企业的创新差异，文章识别了进口贴息政策的创新激励作用。异质性检验发现，进口贴息政策的创新效应对于实用新型专利、中部地区进口企业、大规模企业的激励最为显著。文章研究认为，进口贴息政策兼具贸易鼓励及金融支持双重政策属性。文章的研究结论有助于改善贸易企业融资能力、推动国内产业转型升级等，并为探索金融服务科技创新、金融服务开放型经济体制建设提供政策参考。
