4577新农保政策作为一项国家稳定脱贫的长效机制，其对中国农村老年人减贫的影响具有重要的现实意义。文章基于中国老年健康影响因素跟踪调查（CLHLS）的两期数据，利用DID和DID-PSM方法有效控制了老年人参保行为的内生性和样本选择的偏误问题，对新农保政策的扶贫绩效进行了综合评估。研究发现：（1）新农保政策对农村老年人具有显著的扶贫效果，但是通过挤出子女代际转移支付降低了扶贫绩效。（2）新农保政策显著改善了农村老年人的主观福利，提升了其生活的满意度，但是对其健康的影响不显著。（3）按婚姻状态、年龄、地区和居住模式的不同研究新农保政策扶贫绩效的异质性发现，对更加弱势的中西部地区、高龄、独居、没有配偶相互照顾的农村老年人的扶贫绩效相对更小，这与促进精准扶贫和基本公共服务均等化的目标存在一定偏移，从而为将来的精准扶贫工作提供了有益参考。文章建议通过优化制度设计，探索更为精准的补贴方法和保障支付设置，对弱势老年人群体加大政策倾斜，为构建更加公平的社会保障制度和提高精准扶贫绩效提供有效支撑。
