文章以2015−2017年全国企业获取政府采购订单情况和专利申请情况作为研究对象,对政府采购支持企业自主创新政策的实施效果及其作用机理进行了系统研究。实证结果表明,整体上政府采购体现出了支持企业自主创新的政策功能;考虑区域政策环境因素的影响后,本地政府采购与企业创新呈显著负相关关系,表现出“保护效应”;而异地政府采购与企业创新则呈显著正相关关系,表现出“溢出效应”。区分专利类型后发现,政府采购支持企业自主创新存在“重应用、轻发明”的现象,企业创新质量有待提升。另外,除了直接提供创新资源支持外,政府采购支持企业自主创新还表现出信号传递的机制。进一步检验表明,政府采购在直接支持企业自主创新之政策功能发挥的过程中,具备规模性和专业性特征,对非上市、含外资、不含国有资本和中大型规模公司的实施偏好,同时具有明显的区域差异。因此,要想有效发挥政府采购支持企业自主创新的政策功能,就必须改变地方保护带来的创新激励扭曲现象,营造更为公平的政府采购市场竞争环境,激发企业创新的活力。
