创新要素的高效流动是推动高质量发展的核心动力,如何引导企业间形成“同舟共济”的开放合作模式,对于知识产权领域的全国统一大市场建设意义重大。文章以国家知识产权示范城市的设立作为准自然实验,检验强化知识产权保护如何影响企业间的创新知识流动。研究结果表明,知识产权保护显著促进了企业间的创新知识流动,具体表现为同行业企业间专利交叉引用次数的显著增加;知识产权保护主要通过营造地区创新生态、强化企业合作意愿而形成内向型吸收、外向型开放与内外部知识整合效应;异质性检验表明,处于成长期与成熟期的企业以及高新技术领域的企业,主检验效果更为显著;进一步分析表明,知识产权示范城市政策促进了创新知识的双向传播,具体表现为知识的流出广度与流入广度均显著扩大;更重要的是,创新知识流动将助推企业实现关键核心领域的技术突破。文章的研究为现有知识产权保护议题下的结论分歧提供了增量证据,同时为优化知识产权保护体系提供了重要的政策参考。
