随着我国纪检监察体制改革的不断深入,反腐机构的独立性和廉洁性将会得到进一步加强。文章基于对反腐力度测度指标的重新选择,以纪委书记是否为异地交流作为反腐机构独立性的测度,以纪委书记是否存在违纪行为作为反腐机构廉洁性的测度,实证检验了反腐机构独立性和廉洁性对反腐力度的影响。研究结果表明,纪委书记的异地交流能够提高反腐力度,但这种影响主要来自于中央“空降”的纪委书记,而其他省份平行调动的纪委书记却对反腐力度没有显著影响。纪委书记自身违纪对反腐力度存在显著的负向影响,表明反腐机构自身廉洁的重要性。文章结论为我国反腐工作提供了经验证据和理论支持,对我国纪检监察体制的深化改革具有重要的政策含义。
