5639区域政策对工会维权实效的影响是研究劳动关系的重要内容，然而政策环境不断变化，新生代农民工的教育水平、社会融合能力等个人特征与上一代农民工不再类同，相关研究有待扩展。文章借助博弈理论和定序probit模型证实信号不充足的情况下，采取适当的区域激励政策只能缓解紧张的劳资关系，并不一定能达到改进社会福利的目的；工资协商、企业工作环境、社会服务对新生代农民工工会参与满意度影响显著；教育水平、社会融合水平、法律知识等个人特征变量对工会维权效果的影响存在地区差异。因此，区域政策对新生代农民工工会维权实效发挥积极影响，需要信息充足及诸因素有效配合等条件。
